Ex-Kanchanaburi police chief charged with dereliction of duty for meddling with lottery dispute case

Former Kanchanaburi police commander Pol Maj-Gen Sutthi Puangpikul was summoned to  acknowledge dereliction of duty charge for making change in the 30-million baht lottery case file that helped a school teacher to claim ownership of the winning lottery tickets.

Pol Maj-Gen Sutthi turned himself to the Counter Courruption Police Division (CCPD) commander Pol Maj-Gen Kamol Rienracha in Bangkok today (March 9) to face charge under Section 157 of the Penal Code.

Pol Maj-Gen Kamol said Pol Maj-Gen Sutthi was released after questioning without having to post bail because he voluntary reported to the CCPD.

The CCPD commander said from the information obtained so far, it was quite clear that Pol Maj-Gen Sutthi had ordered police inquirers to make changes to the case file to back up school teacher Preecha Kraikruan’s claim that he was the real owner of the five first-prize lottery tickets.

However, there was no evidence that Pol Maj-Gen Sutthi made such act in exchange for personal gain, the CCPD commander said, adding that two other police officers handling the case would be kept as prosecution witnesses.

Speaking at today’s press conference to updeat the progress of the police’s work on the 30-million-baht lottery dispute between Mr Preecha and retired police officer Charoon Wimoon, Pol Gen Chakthip said the investigation of the lottery ticket by the Kanchanaburi police was based on false information from the beginning.

“It’s like when you fasten a wrong button on your shirt from the first one, the rest with all go wrong,” he said.

Central Investigation Bureau comissioner Pol Lt-Gen Thitiraj Nhongharnpitak said he believed Pol Maj-Gen Sutthi’s alleged dereliction of duty stemmed from his lack of maturity, experience and professional skill in investigation.
